The only rule in the creation of characters' powers is that they MUST MAKE sense, evolution wise.
For example, my character's sense of hearing is enhanced and she can glow in the dark, because the scarcity of food means that she'd need to hear farther distances to find anything, and glowing because the sun is either blacked out by poisonous clouds, or it's too brutal to go out in and they must hunt at night, where the stars and the moon are also covered by dark clouds.

Soooo.... Let's see.... Would my chari Alistair's magnetic and superpowered eyes work? Eyes = evolution, possibly experiment-made. Magnetic= possibly evolution-made, since there's such a huge amount of metal. Possibly radiation. No excuse really for teleportation.... Meh, would the other two powers be alright? Hypothetically speaking.

Teleporting is turning oneself into pure energy (AKA: light) and moving at the speed of light (AKA: 300000 km/s). It would work physics wise, but such a skill is impossible to achieve through natural selection.
Running at speeds close to the speed of light while still in a material form, would set the runner on fire, liquify his internal organs, and shake his molecules apart. Not very beneficial to the survival of the species, so it is unlikely that such genes would be passed down through generations.
I love physics.
EDIT: And if you truly want to stick to reality, remove evolution from the list of ways people can achieve powers, unless the RP takes place several million years into the future. Which in turn would mean that there cannot be any radiation or poisonous clouds left from the apocalypse.
But what do I know, reality is boring anyway.

Oh yeah, I forgot to mention that at such speeds, crashing into something would result in an explosion of planet-killing proportions, rendering the Earth devoid of most forms of life.
